10) Skorne
Cryx can put together a couple of very powerful lists that let it dominate or have strong advantages in the standard scenarios, primarily because of eDenny. They have numerous alternative casters that are all competitive, with multiple units and solos that all work within faction and are minimally supported deathstars. They might not win every tournament, but neither did eVlad. They will definitely place highly, and regularly.
Cygnar has strong feats, and great units, but some of the scenarios significantly penalize ranged lists. You can build around those scenarios, but I think you give up some of the better specialist models like Longgunners to easily do it.
I think 3 through 6 has some variance, especially for the factions adjacent to each other (i.e. Khador and Legion could switch places pretty easily). Everything after 6 has significant issues, from a lack of depth (Skorne, Retribution), to weak casters (Circle), to slowness (Skorne, Menoth). It's hard to overcome those deficiencies regularly in a tournament, so it would take a strong player to make it through to the end undefeated. I could see JaredHTG taking Circle or DC taking Skorne to win a tournament. I don't think the average player could do it without some major missteps by their opponents, or a lucky series of matchups against weak players."
