Je ne m'étais pas encore penché sur ce sujet, mais après vérification, absolument toutes les méthodes de mesure sont permises, y compris le placement de multiples proxy et tout le tintouin.
Les Judges policies précisent qu'il ne fait pas en abuser avant le début de la partie et que pendant la partie tout se fait sur la clock.
Judge Policies :
"What is appropriate premeasuring etiquette?
A player cannot delay the beginning of a tournament round due to excessive premeasuring. Once the tournament round has begun, deployment must begin.
In a Death Clock game, the first player’s clock is started and deployment proceeds normally. Once the tournament round has begun, all premeasurements and proxy-base or marker placements related to premeasuring should occur on the clock of the player making the measurements. Quick and simple measurements made by the inactive player that do not disrupt the active player do not require a clock change. (For example, the inactive player quickly measures his warcaster’s control range, so no clock change should occur. If the inactive player asks for the threat range of an enemy model and begins measuring the distance from that model during its controller’s turn, the clock should change.)
If using timed turns, the first player has a number of minutes equal to the point value of the event divided by 10 (round up, minimum of 2 minutes) to compete standard deployment, and then the second player receives the same amount of time for standard deployment. This process is repeated for advanced deployment. If a player’s timer expires during this process, he receives an additional 5 minutes and his opponent is immediately awarded a scenario point. If the same player’s timer expires a second time, he immediately forfeits the game. Once the tournament round has begun, all premeasurements and proxybase or marker placements related to premeasuring made by the active player occur on his clock. If the inactive player wishes to make any similar measurements, he should not disrupt the active player’s turn. If the inactive player does, the active player’s clock should be paused and the EO called over for a resolution. Repeated calls may be grounds for infraction if the EO determines the inactive player is attempting to stall.
In order to keep the table clean and free from confusing clutter, at the end of each player’s turn any markers, tokens, or proxy bases a player placed that are premeasurement indicators or reminders must be removed. (For example, tokens placed to mark the threat range distance of an enemy model would fall under this category. A proxy base placed to indicate where a model is actually standing would not fall under this category, however.)"

Want to put your spray template down and move it from model to model to determine the best attack? Do it.
Want to put down multiple proxies before committing to an action? Do it.

Want to put down markers that indicate your opponent's threat range? Do it.
Want to remove those markers at anytime? Do it.
Anything. Anytime. Anyway."
